Parlai was founded in 2023 by Stephen Biesty, following 25 years delivering communications infrastructure for Optus, Telstra, the Department of Defence, the Commonwealth Bank and Transport for NSW.
That experience led to a straightforward observation: correctional communications infrastructure in Australia is ageing, with much of it 15 to 20 years old, and the sector has received comparatively little dedicated technology investment relative to other government services.
